The first stage of the partner Visa process is involves the Applicant putting in a form 47SP with supporting documents and then the Partner/Sponsor applying by putting in a form 40Sp with supporting documents.
With Proposed changes to the partner visa process being passed in parliament in Nov 2018, the process is expected to change significantly to onshore partner visa applications.
It is expected the sponsor application will have to be done first and that will need to be approved prior to do the actual visa application, this will mean a lot of people with limited time on Temporary visa to Australia will not be able to apply on shore.
Off shore applications can take an additional 12 to 13 months to the process and have limited appeal right, and cost increases of about $1218.90
These changes have occured to some Family visa applications but as yet they have not been updated in the partner Visa Process
